Many years of experience of C&C Partners in meeting the specific requirements of prison facilities allows flexible adaptation of the offered solutions, to the individual needs of the client and the applicable guidelines of the Director-General of the Prison Service. The delivered systems support the officer's work and increase the safety of inmates while optimizing the costs of facility management. The systems can be implemented as single solutions or as an integrated security and communication management system, guaranteeing modular expansion and an open interface for other devices operating in correctional; facilities. This approach guarantees the security of the investment and provides the possibility for its further development over time.

The main system that ensures the security of the correctional units is access control, which provides supervision of building entrances and ward entrances, which, in accordance with the guidelines, requires double verification by the operator. The solution is compatible with the Mifare Plus-X standard and enables work with the AES 128 algorithm.

Additional access control functionalities are:

  • Airlocking - the requirement to close selected doors in order to unlock further passages
  • CBB - central blockade of the bars
  • Chat - silent control
  • Full visualization of the state of devices and systems in real-time

The commander's room is strategically a place where the most important decisions are made. The SMS iProtect platform allows you to manage all subsystems from the level of a common user interface, which ensures early warning of threats. It also enables the archiving of events along with correlated video recording and taking appropriate actions in crisis situations, thanks to the use of set procedures and data exchange between subsystems. The communication and safety management system integrated with the operator's post in the commander's room should be equipped with an intercom system and integrated with CCTV. The commander may intervene anytime by an intercom installed in any cell, or take over the incoming reports from any ward station anytime it is necessary. It provides control over passages, activating the chat function, and the central lock of the bars. In selected units and configurations, the commander has the ability to control residential lighting, close/open windows, turn off power sockets, and control access to water.

C&C Partners has developed a communication and P.A. system based on intercoms providing communication in the entrances to buildings, entrances to wards, and in residential cells. Additionally, the broadcasting center function, integrated with one intercom panel in the cell, enables the transmission of messages and announcements to individual wards and the paging options from cell to a ward. The unit's commander can connect to any intercom in a residential cell, a ward, walking areas, or in passages with installed voice communication. The intercom system can combine up to 1,120 analog or digital intercoms into one system.

  • redirecting incoming notifications after a certain time or at a given hours
  •  group broadcasts or conference calls

Public Address 

Thanks to the DSP technology, the reliable and comfortable system increases the safety of the inmates. A low-voltage, a linear audio signal is sent via a twisted-pair cable directly from the server to the intercom. For the distribution of the P. A. no central amplifiers, additional loudspeakers, transformers, or 100V loudspeaker lines are required, which may pose a threat to the life or health of the inmates. Damage to one intercom does not affect the operation of the other intercom stations and the radio signal.

Optical signaling of the connection, deleting the connection and screening the cell

Each call coming from the cell can be forwarded by an optical indicator device mounted above the cell entrance. An indicator is controlled by an output built into the intercom. The system may signal a connection request or an active conversation in order to distinguish the connection status. It also allows you to cancel a connection request or an active conversation by a button installed in front of the cell entrance. The button module can be extended for control over more features like cell x-rays. All information is saved in a database.

Room audio surveillance

Using the MHF module, it is possible to eavesdrop on selected rooms without the use of optical and sound signaling when establishing a connection with a given intercom station.

Device monitoring and sabotage

The system has many variants of monitoring, and the main safety function is monitoring the intercom line. The server monitors the intercom's connection status and notifies the operator in case of breaking or short circuits in the cable connecting the intercom to the server or switch. Another monitoring option is an automatic test of the accurate functioning of the speaker-microphone system. The system detects damage or an attempt to cover the device by the inmate. Thanks to this, it works properly when inmates need help.

Integration with the telephone exchange

The intercom system can be integrated with an analog, digital, or VoIP telephone exchange. An incoming or outgoing call can be forwarded to any intercom in the cell. It is possible to connect the handset to the intercom in the cell, which increases the inmate's privacy during a conversation. The system also enables listening to telephone channels.

Continuous recording of isolation cells

An extension of the call recording system is the option of continuous sound recording together with the correlated image from CCTV cameras. The audio is recorded by a special microphone, adapted to rooms with difficult acoustics (isolation rooms). Additionally, the audio stream can be synchronized with the video recording from a CCTV camera. Such integration is an optimal evidence tool.

Bars control and air locking

That function can be launched by any intercom station that has adequate control rights. The switching element (jumper, bolt) can be directly connected with the intercom or the output card in the intercom exchange. An extension of the control functions is a lock module that can manage all inputs and outputs in the system available. The airlock can be installed locally or as a dispersed system, spread over several buildings/locations.

CBB

The central blockade of the bars is a feature increasing the level of the unit's security in case of an emergency in a facility or building. It can be launched from the visualization level or an authorized intercom station (e. g. in the commander's room). CBB integrates passages controlled from the intercom and access control system.

Silent alarm (assault function)

It is activated by a person, e. g. an educator, who is in a life or health-threatening situation. This signal must not raise any suspicions. The alarm can be generated by various devices connected to the input terminals, e.g. panic button or foot switch, and by a button on the intercom keyboard. Activating the silent alarm ensures automatic audio transmission from the intercom station, which generated the alarm, to the operator's intercom station. The system can also send a silent alarm notification to a group of recipients, and each of them is able to listen to the transmission from the room in which the alarm was generated. The ability to listen to a specific room during an alarm is a practical tool to assess the risk during an emergency by the security service.

IP speakers and PA amplifiers

If it is necessary to provide sound transmission to the outside area (e.g. a walking yard), the installation of IP speakers or PA amplifiers is recommended. Contemporary broadcasting systems are advanced network solutions that provide, i. a. broadcasting messages to the yard and intercom communication (one-way and two-way conversation) by one device. Additionally, in IP speakers there is no need to add center amplifiers and speaker lines.

Silent control / Chat

Verifying activity of the officers (e.g. wardens) can be carried out from the level of an authorized intercom station (e.g. commander). Launching SC will activate the "chat" devices, e.g. a visual signaling device located in a given ward. Approving the activation of the CS function by the ward officer can be confirmed by a dedicated button in the ward or the intercom's keypad in the wardroom.

Scalability and networking of servers

The smallest servers of the GE150 series can handle up to 20 analog users, the GE300 series servers up to 40 analog or digital users, or 80 IP users. The compact IS300 server supports up to 64 IP users, while the GE800 family servers, up to 56 analog or digital users and up to 896 IP users. All servers, except GE150, can be networked with each other in various configurations: using TCP / IP protocol, potentially detection, or automatic broadcasting of messages with any content.

The Commend system integrates with many third-party systems.

CCTV - connection with closed-circuit TV, e.g. VDG Sense. Integration can be used for automatically switching the image from cameras during an intercom call from passages, or to synchronize the audio and video stream for recording a call.

Integration with the access control system, e.g. iProtect, allows you to use the resources of inputs and outputs in the intercom system and the AC system for one security management on the premises of the facility, it enables the creation of one control center, for cooperation between control systems.

Integration with the SWiN, i.a. the Unii, allows for automatic monitoring of the room in which the assault detector was activated. In addition to graphic information, the commander has the ability to listen to the audio transmission from the room, which gives a better image of the existing threat to the life or health of the officers. Integration with analog or digital radiotelephones allows you to listen to messages transmitted on the intercom station. The system allows you to listen to up to 8 independent radio channels simultaneously on one intercom station. It is also possible to send group announcements from the intercom to the radios.

The perimeter protection system connected to the intercom system allows e.g. to listen to the potential site of detection or to automatically broadcast any message.

Another system that improves security in penitentiary units is the video monitoring system of the facility. As part of this system, we offer video surveillance of wards, individual cells where special cameras with a 940nm radiator invisible to the human eye are required, and the external area (walking areas, protective belt). On the other hand, the advanced solutions developed by C&C Partners' specialists enable the live observation of high-quality images at the command post.

The system also enables virtual protection of the external area by means of analytical functions. Monitoring functions are also used as part of the protection of the external area. It provides full observation of the external area of ​​penitentiary units and video recording of intrusions into protection belts, with the use of perimeter systems using sensor cables and barriers. The entire external area protection system is integrated with the video surveillance system.

The escape and assault detection system enables the signaling of assault buttons in public rooms, e.g. in the visiting room. Another feature is an indication on the departmental assault radio line. The solution offered by C&C Partners also enables complex visualization of the status of perimeter security elements at the commander's position and integration with the unit's silent control system.
